ICAO & FAA envision aviation service providers will integrate SMS into their operations and management as a systematic risk-based and process-oriented approach to managing safety; including changes to necessary organizational structures, accountabilities, policies and procedures. ICAO has mandated and FAA has been considering SMS rulemaking to enhance the practice of managing safety and oversight of that management.
