An aviation safety management program consists of multiple elements. Most aviation service providers already have components of a safety management program. For example, they may have aviation safety policies, formal aviation hazard reporting systems, regular aviation safety communication with employees and culture. However, seldom do we see aviation service providers with an adequately complete SMS. They may have components of the SMS in their aviation safety management program, but they are not integrated--they are not an aviation safety management system.
To determine the components of effective aviation safety management programs, one could look at the four phases of implementing an SMS at http://www.aviation-sms.com/AboutSMS/SMSImplementation/tabid/830/Default.aspx. This resource outlines steps to implement aviation aviation safety management programs, broken out into four phases. Again, most aviation service providers already have some of these elements incorporated into existing aviation safety management programs; however, these items are disjointed and not tied together in an easily managed system.

- Maintain documentation using SMS Pro's document managing tools & online reports

In most instances, a pilot is assigned an extra duty as the Safety Officer. This has the advantage of the pilot knowing the risks and how to deal with them.
In other organizations, there is a safety officer who isn't currently flying, but simply managing the SMS. By Chris Howell on
