Situation: In November, European States will begin enforcing the ICAO SMS mandate for foreign operators. Operators traveling to Europe will be required to furnish documentation of their formal SMS implementation.
Response: Part 91 and Part 135 operators seek SMS consulting and SMS manuals, typically costing $4,000 to $8,000, or more. After the consultants leave, they may have received a "fill-in-the-blank" templated manual and a certificate of SMS participation.
